Constantia Consulting Group was founded on a simple but powerful belief: real organizational change happens when people, processes and data move in the same direction. We are a boutique operational consulting firm specializing in workforce optimization, process redesign and organizational change management — built for complex, labor-intensive organizations where the work is demanding, the stakes are high and generic solutions fall flat.
We don’t arrive with a pre-packaged framework and force organizations to fit into it. We listen first, uncover the root causes behind operational challenges and build practical, customized solutions that teams can realistically implement and sustain. No ego. No theoretical fluff. Just clear-eyed analysis, collaborative problem-solving and hands-on partnership from start to finish.
Our experience spans utility providers, municipal organizations and industries managing complex, highly coordinated workforces. We also partner with consulting firms seeking specialized workforce optimization expertise to support their own client engagements.
At the center of everything we do is a commitment to the human element, because optimizing a process without bringing people along rarely creates lasting change. We specialize in the intersection of operational design and change management, ensuring the systems we help build are not only effective, but adopted, supported and sustainable long after implementation.

Pamela Moore, MBA, founded Constantia Consulting Group to deliver practical, people-centered solutions that create lasting operational impact — not just recommendations. An operational leader and management consultant, she has a proven track record of helping organizations align people, processes and performance to drive measurable results. Specializing in workforce optimization, process redesign and organizational change, Pamela brings a rare combination of analytical rigor and hands-on implementation experience across utilities, aerospace, power generation, government as well as small-to-midsize business environments.
With 20 years of experience leading complex operational initiatives, Pamela has worked at every level of an organization — from frontline workforce coordination to executive strategy deployment. Her experience includes restructuring workforce planning models for more than 250 bargaining unit crew members across multiple utility disciplines, supporting enterprise-wide operational improvement efforts and helping organizations transition from reactive to proactive operating models. She has also led the development of FEMA-aligned emergency response frameworks, served as an embedded consultant for a global aerospace manufacturer and supported coordination efforts on an international power plant commissioning project.
Pamela’s expertise also includes data strategy, performance reporting and organizational alignment.
