Operational Strategy Deployment
A municipal organization launched a five-year strategic plan but, by year two, recognized it was falling behind on key goals. While departments had developed ambitious action plans, teams were operating independently and prioritizing different initiatives. As operational demands increased, departments struggled to support one another, creating resource constraints, misalignment and stalled progress across the organization.
We conducted a cross-functional review of departmental action plans, workflows and operational priorities to identify where disconnects were limiting execution. While each team was working aggressively toward the organization’s strategy, it became clear they lacked alignment on how to support shared goals. We worked closely with executive leadership to surface competing priorities, facilitate collaboration across departments and create a more coordinated approach to strategy deployment – ensuring teams were aligned on the actions, resources and support needed to move the organization forward together.
By identifying operational gaps and prioritizing organization-wide objectives, we helped leadership establish a unified framework for execution. Together, we developed a clear guidance structure that aligned departmental priorities, improved cross-functional support and enabled teams to work toward shared outcomes instead of competing initiatives. With stronger alignment, clearer prioritization and better resource coordination, the organization regained momentum and positioned itself to successfully achieve its long-term strategic goals.
